Estimating Indirect Benefits: Fracking, Coal and Air Pollution
نویسندگان
چکیده
This paper estimates indirect benefits of improved air quality induced by hydraulic fracturing, or “fracking”. The recent increase in natural gas supply led to displacement of coal-fired electricity by cleaner natural gasfired generation. Using detailed spatial panel data comprising the near universe of US power plants, we find that coal generation decreased by 28%. Further, fracking decreased local air pollution by an average of 4%. We show that benefits vary geographically; air pollution levels decreased by 35% in the most affected region. Back of the envelope calculations imply accumulated health benefits of roughly $17 billion annually.

The Effect of Abundant Natural Gas on Air Pollution from Electricity Production
We estimate the impact of large changes in the relative prices of natural gas and coal from 2005-2011, due primarily to “fracking,” on regional electricity marginal costs and air pollution emissions from electricity producers. We find strong evidence that natural gas is displacing coal as baseload. We estimate marginal emissions over the generation profile for each region in the U.S. using a no...
متن کاملHealth and fracking: should the medical profession be concerned?
The use of natural gas that is obtained from high-volume hydraulic fracturing (fracking) may reduce carbon emissions relative to the use of coal and have substantial economic benefits for South Africa. However, concerns have been raised regarding the health and environmental impacts. The drilling and fracking processes use hundreds of chemicals as well as silica sand. Additional elements are ei...
متن کاملThe Future of Fracking: New Rules Target Air Emissions for Cleaner Natural Gas Production
Natural gas is lauded as a cleaner-burning fuel than either coal or oil, but getting the fuel out of the ground can be a dirty process, especially given the widespread adoption of the technology known as hydraulic fracturing (" fracking "). Concerns about toxic air emissions from previously unregulated fracking sites led to the U.S. Environmental Protection Agency announcement on 18 April 2012 ...
متن کاملThe Impact of Cheap Natural Gas on Marginal Emissions from Electricity Generation and Implications for Energy Policy
We use quasi-experimental variation due to the introduction of fracking to estimate the impact of a decrease in natural gas prices on marginal air pollution emissions from electricity producers. We find natural gas generation has displaced coal fired generation as the marginal fuel source significantly changing the marginal emissions profile. The impact of cheap natural gas varies across U.S. r...
متن کاملEstimating the Global Public Health Implications of Electricity and Coal Consumption
BACKGROUND The growing health risks associated with greenhouse gas emissions highlight the need for new energy policies that emphasize efficiency and low-carbon energy intensity. OBJECTIVES We assessed the relationships among electricity use, coal consumption, and health outcomes. METHODS Using time-series data sets from 41 countries with varying development trajectories between 1965 and 20...
